Annotations in Inventor drawings that are associated with a drawing view always move with that view. Dimensions, view labels and leader text maintain their relative position to the drawing view.

However, general note text cannot be linked to a drawing view. It is treated as an independent text box, so it always maintains its position on sheet.

There are 2 workarounds for this:
Place a leader text, then delete the leader. As the leader is attached to drawing view geometry, this associates the leader text with that view.
Start a sketch on that drawing view and place the text within the sketch.

The leader text method is more convenient as it allows editing by double clicking on the note, same as general note text.
The sketch method requires the sketch to be activated first, then the note can be edited.
